Chelsea were 1-0 up on the night at the time after Raheem Sterling’s first-half strike when the referee penalised Marius Wolf for blocking Ben Chilwell’s cross with his hand.
After Havertz missed the first penalty, he was asked by the referee to retake the penalty after several Borussia Dortmund players encroached into the box.
Havertz made no mistake with the second strike, converting to give Chelsea a 2-0 lead on the night and 2-1 on aggregate.
Borussia Dortmund midfielder Salih Özcan was inside the box when the initial penalty was taken and then cleared the ball after it hit the post. If he hadn’t touched the ball or it had gone behind after hitting the post then no retake would have been allowed.
